The Indiana Department of Transportation completed its Planning and Environmental Linkage Study (PEL Study) in October 2025. The PEL Study was initiated by INDOT to determine a vision for the US 31 corridor from Indianapolis to South Bend for the next twenty years.  The amount of public involvement was unprecedented, and INDOT finalized 3-4 alternatives for each segment of the corridor based on this input.  The alternatives range from construction of a full freeway (similar in nature to completed work in Hamilton County, Howard County, St. Joseph and Marshall Counties), to construction of an "arterial, free flow" which is a minimal improvement, and includes reduced conflict intersections  (known as rcuts or j-turns) in place of stoplights and directional left turn lanes at other intersections.

 With this variety of improvements moving forward, INDOT will next determine the highest priority locations and funding available to decide next steps.

INDOT recently announced that they will be embarking on a study of the US 31 corridor, known as a Planning and Environmental Linkage Study. This will serve as the first step in determining what the corridor should look like when improved.
